Janine Joubert-Dulay
Janine Joubert-Dulay, CEO of Congruence Talent Solutions, joined the Executive Search Industry in 1998. She utilized her sales/marketing and quality assurance/customer service experience, to strengthen the company’s commitment to deliver a stellar service to clients. Janine later went on to help build one of the largest nationwide, nationally certified Woman Owned Businesses. As one of two managing partners, Janine oversaw National Operations, Human Resources, Quality Assurance, Customer Service, Client Relationships, Negotiations, Public Relations, Risk Management and co-managed Sales and Marketing and union and legal matters. Janine served on the boards of The Diversity Task Force and Women’s Network, The YMCA of St. Louis, The St. Louis Police Business Association Board, Midwest BankCentre, Shalom House, Second Chance Transitional Housing, and Marian Middle School. She was one of St. Louis’ “40 Under 40” and a recipient of the St. Louis’ “Most Influential Business Women of the Year.“ She was recognized for 15 consecutive years as one of the Largest Women-Owned Businesses in Missouri, by The St. Louis Business Journal and various other publications.
Steve Pagano
Steve Pagano serves as VP of Sales and has over 29 years of experience in the contract staffing industry. His industry tenure has brought forth a depth of knowledge in the engineering segment where he served as Regional Sales Manager, Business Development Manager, and Account Executive. His long-term relationship with major companies in the St. Louis region is reflective of his knowledge and integrity. Steve and his wife Monika have been married for 25 years and have four daughters. He enjoys time mentoring and coaching young athletes in the St Louis area in various soccer programs. Steve also enjoys golf and spending time with family and friends.
Ann Sutter
Ann Sutter, with her long ties to the St Louis Region, serves as VP of Operations & Client Services. She leads Congruence Talent Solutions in partnering with various companies throughout Missouri and Illinois to provide high-level introductions of qualified individuals in various industry segments. Before joining Congruence Talent Solutions, Ann worked for 34 years for financial institutions serving most recently as the President of Commercial Lending at Scottrade Bank. Ann also has been engaged as a consultant for various business owners. It is her relationships, leadership, and integrity that continues to bring much success to the companies that she serves. Ann's passion for serving others is demonstrated through the various community organizations that she has been involved in. Ann is currently serving on the Boards of Horizon Housing Foundation, Gateway CDFI, Contractor Loan Fund and serves on the Board Development Committee for Girl Scouts of Eastern Missouri. Ann is married to her husband Dan of 30 years and is a mother of three adult children. She enjoys reading, traveling, pickleball and spending time with family.
